iOS7 upgrade path

The upgrade path for Apple devices (iPad and iPhone 4, 4S & 5) is from iOS 6.1.3/ 6.1.4 to 7.0. If the subscriber is on a software level below iOS 6.1.3 they will first have to upgrade to 6.1.3/4 then to iOS 7.0

The upgrade will be in the region of 700MB so that could be a hefty overall download, especially if people have multiple Apple devices.
 
935MB from 6.1.3 to 7.0 on iPad4

Update stopped when it had 20min left, said something about a error, so I reset and tried to update again, and iOS7 option now missing, says my system is up to date with 6.1.3, seems they have pulled it, or blocking us, server overload.

OK update is back online again, restarting download, very stupid why does it not start from where it left off, will save them plenty bandwidth and resources!

I need to upgrade directly from my ipad, but when I get it to contact the server it just keeps searching and doesn't find anything.ideas?
 
I updated directly from iOS 5 to iOS 7 with my 4S (unless it silently updated to iOS 6 first, something which I did not notice). Was a 1.2 Gigabyte update.
