I dont think uncapped users would really use the local news servers - I know I try not to and I'm on a normal account. I think it's just a matter of network congestion.So if im right there are tooo many uncapped users and thats why its slow, same with the news server?

All traffic is local until it gets to their servers, right?I dont think IS would be mixing their local and Int. bandwidth. They are clever, if they thought their network was congested they would most certainly do something about it. ie : shaping of torrents....
It's not mixing local and international. Ok this is what happens - the DSL lines belong to Telkom. In order to move a user from Telkom's network to IS's network they use IPConnect. All data that a user transfers has to go through this cloud. It's here where the congestion seems to be happening - seems like they don't have enough capacity between themselves and Telkom, and because they're dealing directly with the beast, increasing capacity would cost a fortune.I dont think IS would be mixing their local and Int. bandwidth.
