No, he couldn't. That is quite a reach. Nothing in that video suggest even the slightest hint of racism.
Anyways, he's mentally unfit, so legally he's not responsible for his actions and therefor cannot be charged.
 
WTF, unbelievable that "men" like this exists. I wonder if the POS would've pushed another man like that, probably not as the coward knows he would've lost every single tooth in his mouth.
 
There was almost certainly a race element at play here, so yes, it is a hate crime. He didn't just push her because she was blocking his way; he was irritated that somebody was blocking his way, and the fact that she was white, was the cherry on top. Beyond that however, I wouldn't read too much into it. He didn't go out with the intentionof assaulting white people, he lost his cool in that one moment. He should be prosecuted for assault.

Even if this thing is unstable it should still be locked up, it's obviously a danger to society. That woman could've gotten seriously hurt from being shoved like that, what if her head hit something hard?

Yeah, currently dealing with someone who had a little 'shove'... the second or so it took to hit the ground has ended with concussion, shattered femur, multiple ongoing surgeries etc etc etc... who know how its gonna end, will only know months down the line
 
That gratuitous display of violence most certainly constitutes a hate crime. Hope she is OK after that de-humanizing experience.
 
You can get serious whiplash from a push like that and on watching again there was space for him to pass by.

Our state 'asylums' were looted ****ed up ages back through tenders and tenders of tenders... doubt there is much left
