ISPs and differing speeds

I have a 4meg line. What would cause the line:

1. To download at 420kB/s+ on prepaid accounts across 3 providers

2. To download max at 350 -400kB/s on an Uncapped account and at times fall to below speeds of 100kB/s

And the above relates to http downloads from the same source (tenet).

Such that if I switch between 1 and 2 every 5 minutes, 1 is distinctly faster.

Or...it could have something to do with the "supermoon effect".

I bet some of the slower ones mentioned has more agressive shaping.
