It might. But the same goes for people not answering unknown numbers.It might he the last message a loved one ever sends you, you know?
Using both data and wifi give the same problem. No issues accessing the internet though.If you are using Cellphone data it could be a problem with your local tower not connecting properly or your signal is bad. Happens a lot in my area so if I change to wifi through Vumatel no problems.
All people. We cannot make WA calls or receive them.Is it all people or just one person? They may not have data on or be on wifi. WA is stupid in the fact that it doesn't cancel the calls when there is no connection to the other person.
I used two phones and tested. It shows as incoming call on the other phone but unable to answer. Just keeps saying "ringing".Does the other person get a notification that you tried to call?
What happened in my case was when I am on WiFi and my wife on mobile (and she has data), I would call her and the phone just rings. When I disconnect, she then gets a "missed call" notification on her WhatsApp. So she hears the notification but not the actual call.
If we are both on WiFi, no issues - never tried both on mobile though, so cannot say.
Tried various options also, but in the end I make a call, and cancel it immediately, then wait till she shows online (due to the missed call notification) and then call.

Different ISPs. MTN and Telkom.Well then you need to find a correlation.
Same phones? Same ISP?
Have you tried to use mobile data only on both ends when doing a call?
