No. That's where you're wrong. There is no working democratic process in this country. Voters in South Africa vote for a party based on historic loyalty and cultural indifference. Even though the ANC government is NOT doing a good job, the voters will keep voting along the same lines, purely from an emotional standpoint. Anyone voting on this premise is not voting for the betterment of the nation, nor for the betterment of its own people - but rather just for the sake of voting. It is sad that Apartheid will live in the hearts of those it most destroyed, and it is very sad that voters will perceive any non-tripartite alliance parties as still having an Apartheid approach. The current government is failing miserably (that's one of the very reasons this forum is alive and kicking, and I and many other forumites who have now for some reason been labelled right-wingers have highlighted many many areas where the government is not delivering), yet the only people cabable of changing the govenment for the better are not willing to do so. The voters of this country have the power, but the majority refuse to wield it and hold the government accountable.
