Yes in many cases the post remains vacant, especially in gov jobs as we've seen in numerous court cases in the past where they will not appoint a non-bee candidate with the required skills and experience.

A late friend of mine worked for a private civils company, someone resigned and he's acting in that position (advertised as bee) for quite a while. He applied for the position but his boss said 'sorry, bee only we need our bee compliance as we do mostly gov contracts'. They eventually appointed a bee guy and he had to train/mentor the guy for like 6 months or something stupid like that, needless to say he was not happy.

This is actually not true, we advertised many positions with that tag line, and quite a few times a white person got the job. So it can happen, all that says is preference will be given to the BEE candidate. You are only screwing yourself by not applying.

No not worth it. Best to spend the time and energy to start your own thing, freelancing or looking for opportunities outside of SA.

There's a difference between bee only and bee preference.

It is mostly specified as BEE preference, or adhering to BEE. And you did not say BEE only, you said "specify BEE", there is a difference.

Apartheid started from 1950 to when? July 1986?
And 'AffirmativeAction' started in 1995 and will finish in? ...
Both are evil and both should be condemned. Can someone post the economic growth in SA from 1965 to 1985 vs growth from 1995 to 2015?
Height of Apartheid vs AffirmativeAction. Let the world see how South Africans shoot themselves in both feet for the past 70 years and counting ...

It unfortunately happens both ways. My black colleagues who are junior engineers had to train white engineers who are senior to them.

Specifically referring to the SAA cadet program? There was a huge outrage and decision was eventually rescinded. Specs outside the guidelines of the law should not be allowed.

Or simply advertised it like normal and then tossed all the obviously non-white CVs and if any happened to make the shortlist just say, "sorry, you didn't make it". I'm it happens a lot more like we see in public, a bit like happens with rentals. As soon as they find out you're the wrong colour, they just say sorry, place taken.
