You can train people to fly aircraft too, but it would be more cost effective to employ people already trained.People can be trained to swim like they can be trained to perform other functions.

Use another community's pool - that's the trend anyway. That is if the council is still maintaining them. I don't go anymore because they've become rubbish tips and are never open because of cut backs.If you don't have a swimming pool at home or in your community or at your school then how the hell are you going to learn dolt ???.

Also you haven't addressed the cultural aspect. The Xhosa tribe for instance has no history of using water for anything but drinking and bathing. Was it taboo (?), I don't know, but they certainly didn't venture into water much.
Maybe they are using local businesses as examples of 'respect' for the law.but our money is so good I guess they will suitably grovel and apologize in newspaper ads and fire a few dolts who made the decision , so don't get your hopes upIf they want to continue doing business in this country then they will respect the laws of the land ....
