I sent an email to SenTech regarding launch dates in different areas, and this is what i got:

Good day,

As far as coverage is concerned, parts of Pretoria will be
covered. If you take a look at the Zone Locator tomorrow
the 24th of January, you should be able to see if your site
is covered. The rollout dates for the rest of the country
are: Durban - 19th of February 2004 and 19th of March 2004
for Cape Town.
