Well it boils down to intent, doesn't it? I've seen lots of players going for the ball and accidentally clip the opposition player, that, though being a foul is not blatantly cheating.

ANYONE who uses a disallowed tactic to gain an advantage is a cheat! Seriously... this is not rocket science.
Suarez just did it in a much more open way at a pivotal moment in the game.
Throwing yourself to the ground in the middle of the field in order to score a penalty kick is hardly pivotal... but it is still cheating.
Come now... seriously... now we are just repeating ourselves and going around in circles.
if you think his cheating is fine... just come out and say it and be done with it... then we can move on.
I my opinion the reason why this is so controversial is because it seems that the punishment does not fit the crime. Lets say this happend in the first 10 min of the game and Uraguay played the rest of the game with 10 men and still won on penalties after extra time. I would seem that they were punished and they held on bravely and deserved to win.
The way this happend leaves a bit of a bad taste in the mouth.
More interesting would be how many of the neutrals will still be cheering for Uraguay come Tuesday.
In football terms he was penalised for committing a professional foul and not for cheating, so whether you consider what he did cheating or not he was penalised for a professional foul.
same thing... but what made it worse for him was how he celebrated it after the match.

From now on it means that no matter what... at the end of the game all the rules mean nothing.

So had Gyan buried that penalty would you think people would condemn Suarez? Perhaps people would shoot him cos he conceeded a penalty and got sent off...
