Line/router can't upload

Since yesterday my line basically has no ability to upload:
Websites are extremely slow to load & often time out
Torrents & downloads run perfectly, upload on torrents are virtually nothing though
Speedtest.net gives me good DL speeds but times out during "Preparing upload"
Line syncs at 384/128

This is the same on both ISPs so I've ruled that out

What could be causing this, either the router (D-Link 2640u) or line I suppose?

Hi Smurfatefrog

I would suggest contacting Telkom, have them investigate your line to see if there is anything that could be affecting your line. Also, at the same time, check your router or the cabling from the router to the pc. Once Telkom gives you feedback, you can also ask them to send you the readings, please provide me with the information as well.

Thanks MWeb Ops, will do

I've changed the cable between wall socket & router, and am experiencing the issues over wired & wireless connections so am confident its not the cabling
 
They said there was nothing that could be effecting the line, recreated the port, but all still the same :(
Will borrow another router tomorrow & try that
