right, this is gonna make a lot of people happy. We all know that this exchange is screwed, but not for much longer.
the short version is that this exchange still runs on ATM technology, which is obviously quite limiting. ATM typically has throughput of about 155mbit with overhead of about 18% for the protocol. Bandwidth is peaking at this 155mbit during busy periods, and this is causing the issue. Its already been tweaked and stretched into oblivion. Alternate measures now need to be taken.
How do you fix it? "Simple" Get Metro Ethernet up and running, that's about 10gbit. But that is a long term project, and obviously takes a while to get done. It IS in the pipeline though, and has been flagged. In the meantime, however, I have spoken to him and there is a short/medium term solution which we are looking at which will keep everyone at Bellville North going for a good couple of months. Perhaps the rest of the year, hard to tell.
There are two ATM channels at Bellville North. ATM 1 has DSLAM's 1-4 connected (about 5000 people), and ATM 2 has DSLAM's 5-6 connected (about 1800 people). They gonna move DSLAM 4 (about 1200 people) across to ATM 2. This will alleviate the pressure on the ATM 1 pipe.
Its gonna take about 2 weeks to get this done, after which we should all see a serious improvement.

Just when you think things are getting a little better you get hit by a day of 500ms + local latency :\
Had a few days of close to normal pings...
Basically as I typed the above I start seeing 20 - 30% packet loss.
Imagine paying almost a R1000 p/m and actually enjoying a normally functioning 4mbps ADSL line. I can't remember what that's like.
