Telkom claims that they will comply with the regulation that we all know so well (the one that says that local access shall not be subject to the cap) in November 2007 (as they claim they will do as in this post, see the part where they refer to regulation 3.4)

My question is, will IS follow suit ?

Does anyone know what reason IS is using for allowing local to count towards the cap ? Telkom claim that upgrades need to be performed on thier IP network before they can comply. OK, fair enough IS are definately closer to compliance by giving every account that I can find offered by them a certain local access portion after the initial cap, but still a cap remains on local.

Does anyone know if Verion is in compliance ? I thought I saw an advert a while back for Verizon local access going for R40 for 1 GB local, but I tried to find it yesterday and couldn't so I'm not sure if I saw right

Well IMHO it looks like IS is going in the opposite direction.

From soft cap in the past to hard capping LOCAL access. :(

Yeah, I've heard of numerous guys on 30GB local IS accounts getting hard capped (newzhost chat ;)).

Nobody is in full compliance currently, maybe the other ISPs are reliant on Telkom upgrades? Not sure.

If we had unlimited local when ADSL first came out in SA why are all there excuses cropping up a few years later that their infrastructure needs upgrading to comply? Its utter BS! And we just sit back and take it. *sigh* Why isn't anyone asking these questions to Telkom/ICASA?

well, people have asked but do they listen.... no.. they dont... telkom is against progress and for ripping us off.. we can be certain about that! Its a pity we are held ransom to use them still. if competition comes in they will have a hard time keeping their customers happy... dont worry they will have their day sooon!

I rate SAIX prices will go up (hopefully not by much) because the regulation is really quite a massive thing. Nothing is for free, I'm sure while me pulling something off the local (South African, not my little LAN at home;)) network does just about nothing to degrade the lifespan, the network does need maintenance and upgrades every now and then.

When it comes to news servers, these do maybe have a reputation similar to P2P; but seriously they are excellent ways of getting applications (legal stuff!) through local bandwidth. Obvioulsy not everything, but most small apps like Winamp, Firefox, Skype, MS Virtual PC etc. Beware of languages though, I got Firefox like that, turned out to be in German

I'm putting something together, hopefully send it off to ICASA soon complaining about this and other things such as 24-hr resets (which are also against regulations). The more people that complain about these things (in civilized ways of course ;)) the greater the chance of things changing i rate.

LOL u think IS will actually do something that drastic just because its the right thing to do even tho Saix is getting away? yea right

Apparently they have installed a new authentication and capping system.. this is unconfirmed on my part, only a something I heard, may be true, may be false.

My 30GB account was capped at 43GB last month, and my 10GB was capped at 32GB.. so you explain that :)

Well I'm just hoping that as soon as Telkom/SAIX complies, the "big bully" will be out of the way and then maybe ICASA will do something to try and enforce it with IS and Verizon ? Like I said, "hoping", if I had to base anything on evidence I would most likely end up quite sad ;)

All we can do is hope. But if you come to think of it, selling free local only caps are pretty useless.

The others will follow suit BUT depending on how the ADSL network is structured etc for IS, Verizon etc to comply i think some concession will have to be made in terms of cost and the actual way the network is handled on Telkom side.

They get nothing out of it. They will probably do the same as telkom do. give you say 3gb int and uncapped local. Or what ever.

Sounds good :) I'm happy with my 1-2GB local access per month being free, but there are many people who will really love having local uncapped.

Yeah obviously, I don't think anybody really expects a free local only account.
