Some routers/switches do support port mirroring that would allow you to do network sniffing. Like you can even get cheapish Mikrotik routers with switching chips that can ide that kind of feature.

Update:
I saw that you're now looking for a hub, which should also work?

May I ask:
1) what software are you going to use to tap the network? Wireshark?
2) and why do you want to tap the network? Is someone using your Internet bandwidth?

If you're referring to just a PC that is consuming bandwidth, then a simple router like a MikroTik RB951-2n (same price and switching chip as RB750, but with 802.11n WiFi!) for like R499 ex VAT could do the trick!

That router also supports port mirroring on ports 2-5: Manual:Switch_Chip_Features

If you want to track usage, then you can setup User Accounting, which is based on MAC Address level or you can setup a Hotspot where people need to log in to get Internet access.

The MikroTik routers has a whole bunch of other features, such as HTTP proxy server, QoS (called Queues), Stateful Firewall...
