so really looking for an entry level laptop.

suggestions please?
 
Your notebook should be updated couple years ago, so I am assuming budget is very tight.
The cheapest one is for R3000: ILIFE Zed Air 2 Celeron Notebook. You get low-end, but modern CPU capable of playing HEVC and VP9 movies, 3GB non-upgradable RAM. Others in this price range only have 2GB, it only good for starting Windoze. With 3GB you can run quite complex tasks. Also note of FHD display - very rare for notebooks below R9K. 32GB storage only, but you can upgrade later with SATA HDD or SSD, there is an empty pocket. Do it before Windows start autoupdating.

Just a note that CPU Celeron N3060 in Dell is an older type (Silvermont Atom). It has no hardware decoding of HEVC nor VP9 and CPU decoding is out of question due to low CPU power. Viewing Youtube movies by example will incur high CPU usage (heat) or more data usage at a lower quality or both. Also embedded graphics is better in Celeron N3350 (Gen 9, ported from Skylake). It gives smooth Windows experience..

On the other side, Dell seems to be a standard laptop type, means better upgradeability (CPU may be not upgradeable).
