How come mass shootings still happen in the US where every second person is carrying?

After his first shot, he gets drilled by 20 shots. It acts as a deterrent, knowing that it is the most likely outcome. Such as happened here:

The guns can't cross the state lines without people. But let's rather blame the guns and not the people for crossing state lines.
