It could be true that more people who are buying iPhone are migrating from Android, but so what? It's meaningless really. So, of your increasingly smaller user base more of your new customers are migrating from Android than before? That's nice.I think it's a strategy thing on Apple part.
Articles abound about slow sales and the share price dropping 1/3rd in 2 months. They need to do something and they're good at marketing/manipulating. Chatting to a few people around an iStore in the US means they can get what the info they need to roll out this article globally.

A report by Consumer Intelligence Research Partners (CIRP) shows a 5% increase in Android users moving to the iPhone Xr when compared to previous iPhones.
According to CIRP, 16% of iPhone Xr buyers upgraded from an Android device.

I mean there are more iStores in the US ... so that's not even 1 survey per iStore, which I personally think is not enough. Hell - even the die hard Apple folk on the Apple forums are saying they should have done more.

I’ve got the XR. Best Apple phone I’ve had yet. Can’t find anything that would make me spend the money to move to hugely priced XS....

Scored a 101 on dxomark. That the same as a Pixel 3! Xr regarded as the best performing single lens camera on the market currently. (along with the Pixel 3).This is complete BS article, we can't even sell those phones in my store.
