Mouse "stuttering" on Windows 10

Does anyone have a the problem where your computer mouse "stops" while using it. Just for like 1 or 2 seconds.

I'm using an external mouse on my laptop. When I use the build-in mouse there's no problem at all.

I've done lots of research and tried a few things like updating all my drivers, uninstall the mouse and install it again. But the problem is still there.

Any idea what I can do to fix it?
 
Try a different mouse to help with troubleshooting. eg: Bluetooth mouse, wireless donge mouse and Wired mouse. Do they all have the same symptoms?
 
Tends to happen when the cpu load spikes to 100%, leave task manager open so you can see if that happens, if it does check which app it is.

I plugged the mouse directly into my laptop now (not through the USB Hub). No stuttering at all.

But why??? It is a USB 3 hub connected to the USB 3 port.

I've never trusted USB hubs.

Always plug in directly.
 
Assuming Windows, I've had this... For me it was a easily fixable by changing the USB Power Option setting.
So try this: Got to Control Panel, select Power Options, then go into the active plan via Change Plan Settings, and within that, Change Advanced Power Settings. You're looking for USB Settings -> USB selective suspend setting: setting. Make it disabled.
Unplug and replug your mouse. Problem should go away. Sometimes the setting doesn't take on boot or after a Windows upgrade. Then either reapply setting or move mouse/hub to a different usb slot.
If it's a faulty hub this won't help, but won't hurt either.
