Multichoice vs SARS: DStv decoder dispute resolved

The ironic thing is that the objective of excise duty is to make the product more competitive with locally made product, that said the first decoders were made by a local company and I can clearly remember how these devices used to lock up continuously and require a reboot daily.
Once again, with the yearly reduction in locally available skills, im sorry to say this but for those of us who choose to remain behind, this is going to become a very expensive place to live. It becomes more apparent when speaking to Saffas who have left that come back for a holiday, the first thing they say is how expensive everything is.

and then you have multichoice and others who try to justify price increases way higher than the proposed inflation, whereas we know its to pay the uneducated bunch they hire in order to score high on BEE ratings.

I agree with everyone saying the article is difficult to understand. The writer should know by now that law has got its own jargon which cannot be understood by a person on the street, not even the high tech people on MBB. Don't show us that you're a lawyer rather tell us the message in plain English or any of our local languages...
Some members of the forum have tried to explain this according to their knowledge, but honestly I still don't get it. Someone please, translate the article. Wake me up when you do so I can stop my heard from spinning!

If thou has a device capable of TV reception thou shalt fork out an additional 7% tax.

Applies to anything: TV's, Monitors with Tuners, Decoders etc.

Well stated! Didn't realise biblical English was easier to understand than the lawyers' jargon!

Excuse my ignorance again. Does this tax include mobile handsets capable of TV reception? I mean there are TV / Video on demand contents where people can hook the handsets to the TV set, laptops or whatever to watch some programmes. Similarly, are Vodacom's WebBox and MTN's InternetOnTV also included in this category? I understand the two devices are meant for internet access, but they can as well provide access to television content based on the offerings included therein.

IIRC correctly the first DSTV decoders were PACE units, made in the UK.
From this article it seems that DSTV are crying because of the duties paid for the PACE HD decoder.

For most of DSTVs history its been a case of.. bring out new service (eg HD) get PACE to provide the decoders until UEC can catch up and make a locally designed equivalent.

My bad, not necessarily the first ones, but the models that was made by Altech or one of their subsidiaries.
