Okay the update:
I realized two weeks ago that ISPA have a particular form thingy for their complaint procedure which doesn't accommodate attachments and so decided I would lodge my complaint when I got around to it using that form but this would trigger a 5 day period after which juncture I may have to go to ICASA which is a delay I wouldn't want to run and more likely if ISPA does tackle the matter head on it could result in quite a lot of time being taken up with calls for particulars etc ... and the matter really has seen developments over the last month (a few recent articles etc ..., and the scope to which there has actually been a consumer boycott) so I decided to wait until my trip to Ght was done and dusted before triggering the next stage - I gave myself some room in my complaint to MWEB for such an eventuality.
Complaint to ISPA is in and so next few days we see if ISPA goes forward or else it goes ICASAs way

I have received MWEB's reply to ISPA and it can only be described as contemptuous. I have therefore pressed for the matter to go to an adjudicator. I will, in the absence of an objection, be publishing to this thread MWEB's 1 page (8 paragraph) response on Monday.

and this was one of the reasons why I nominated and voted for Paul as member of the year!
All customers using MWEB’s services do so subject to our General Terms & Conditions and our Acceptable Use Policy (“AUP”). Our AUP states: “We reserve the right to manage our network in order to optimize its efficiency for the benefit of all our subscribers, including, without limitation, by way of the following: rate limiting (speed), …and imposing restrictions on your use.
