Thing is, switching to another ISP account allows me to instantly launch games. I doubt it's got anything to do with files being fragmented.
Here is an example of my bandwidth graph while testing this scenario: http://dl.dropbox.com/u/88028/pics/random/steam.png
Look at the highlighted areas of traffic. The blue area is on my Mweb connection. It spikes to 153kB/s for a second and then continues to transfer data at between 2-10kB/s. The red area is after I switched to another ISP where it essentially flatlines the connection to do my bidding.
Same game, 2 minutes apart. FYI this was done at 5:30PM.
