Hmmm someone has already mentioned somewhere on this forum about the shaping affecting the 384k users more harshly and has already suggested it is percentage based.
Eg: 4Meg line shaped in day giving about 100kbps, thats 1/4 the throughput so call it 25% line speed.
384k @ 1/4 linespeed is 10kbps or thereabout.
If it is percentage based then it's fair. 4Meg users pay more for their 4 meg connection vs 384k users and are provisioned as such. 384k are shaped using the same means.
