They're shaping the common HTTP sites to 50KB/sec TOTAL so even if you have links at multiple hosts the total comes to that. Email is downloading at 10kb/sec (10 kilobits) per sec.
Unshaped sites are going at full speed.

MWEB is beginning to suck.
