Well, it seems Neotel fixed itself sometime last night. I now have an RSSI of 83 and I'm connected to a different tower to the one that gave me grief last night (PN is 496 instead of 160). Just did a speed test and I can hardly believe the result.

If Neotel was performing some sort of network upgrade last night, they should really have sent an email to their customers in advance or have a recorded message at the call center informing those on hold of any major known issues. A little information goes a long way to calming down worried customers.
