I'm sharing my Internet over WiFi, is there an application that will allow only certain devices or IP's, how is it going to deal with dynamic IP's of mobile devices and so on.
 
You can probably lock the connection to Mac addresses on the router.
 
you can allow connections by mac address and/or allocate specific dynamic IP's to specific mac.

check your roooter docs.
 
Another hat in the ring. The Tenda devices from scoop, they have bandwidth control per ip. Routers are cheap and work really well. PM if you want some screenshots.
 
Aaah, nothing works. Like how can Windows developers lack something so fundamental.

How much will the cheapest router be and where?
 
If you set up a proper firewall on your machine you could restrict access, would probably just be easier to get a router to do all that stuff for you.
