Openweb 1mb gold uncapped doing very strange things

The connection seems to be fine and webpages generally open sweet. I understand that torrents are shaped (apparently 24/7? thought was just during the day) but anyway. I was under the impression that HTTP would still be OK? Since I have had my line I have not got anywhere close to my max speed, in any kind of download. My ping is always perfect though. I am trying to download a file from fileplanet now and it is going at around 4.5k/s .

Even speedtest is doing strange things, even though my web pages are still opening very quick. This is the first month I have had my line installed and the first month with openweb, is this normal?.

As you can see from the speedtest, my ping is sweet but my dl is terrible. Could it be my line that is the problem and not the ISP?

Any help is appreciated.
 
Quite a few people are complaining about daytime speeds now.
