For a brand new or financed car, sure.
It should be mandatory for all road users.
Sometimes Twitter/Facebook are the best way to resolve these issues.
3rd party insurance used to be mandatory in the apartheid era.
You had to display both a license disc and a 3rd party insurance disc on your windscreen.

The matter was discussed with you at length by our liabilities department as well as our attorneys. Our client is not the cause of the accident and therefore we cannot pay your claim. From the video footage you provided, we note that you were reversing for a distance of approximately 20 metres and relatively fast in order to exit the parking area. It must be noted that there were car guards and children in the parking area when you were reversing. Our client moved out of a parking area in a bakkie and just had her rear wheel out of the parking when the collision occurred. Our client advised that you admitted on the scene that wanted to make a quick getaway as you were in a hurry. We understand your financial loss, however, our client is not the liable party who caused the accident, and we will therefore defend any claim against her that you might make. Regards, Dinky

The OP kind of started the public mudslinging and someone apparently posted a link to this thread on social media for Outsurance's attention.If Dinky does work for Outsurance surely he shouldn't be posting that in the open?
Who reverses for 20 metres anyway? How uncomfortable. Surely it is easier just to turn around?
I'd just like to confirm that DinkyW does work for Outsurance.
She helped me with a claim a while ago with a vehicle that had been written off. At the time Outsurance were trying to sue me for storage costs for said written off vehicle, even though they'd received all paperwork from me and the delays were on their end. I wasn't getting any joy from the call centre and Outsurance were merrily trying to sue. DinkyW resolved the matter.
I promptly switched insurers after that, but DinkyW's service nonetheless was good.
