Overseas VPN not working??

Ever since the big problem with the saix cable thing I have been able to connect to my vpn in Romania but I can't ping anything. ping -c 2 8.8.8.8
From 10.8.0.1 icmp_seq=1 Destination Port Unreachable

I read somewhere that this can be an isp related problem. I saw posts on mybroadband talking about people having trouble in SomeretWest and Stellenbosch with adsl (slow speed etc). I can relate to that. Is there a problem with how my vpn is setup (i havn't changed anything in the config, and I manage it myself) or does this have to do with the saix cable or possibly with my isp? Also any ssh connections I make keep getting disconnected after 10mins. I've changed isp's from afrihost to mweb but not seeing my difference.

Which SAIX cable problem is this now?
When did it happen?

Neither Afrihost nor MWEB use SAIX as their main source afik.
