The quickest, easiest and cheapest (free, actually) way would be to use wordpress, with one of the (very) many gallery plugins available.

There are many photogallery themes available for free, too.

There is also Pixelpost.... a free photoblog thing that needs access to a mysql database and php. Pretty cool and quite a breeze to use when set up.
It can be customised and extended. Makes it a breeze to post pics and comments (if needed) etc.

P.s. You will need to have your own hosting thing with some webspace, and access to MySql and php...
