And jobs?

Jobs are a function of a successful economy. People move to where the jobs are. Once you take away the argument that people move to a different province to get access to better benefits (which as I've explained is simply not possible in the current nationally funded social welfare model that South Africa uses) then it's all about the economy. It's the reason someone from the Eastern Cape would rather live in a tin shack next to an open sewer in Khayalitsha in Cape Town than in their family kraal in the middle of the rural Transkei.

It's the right of every South African citizen to move freely whereever they desire within the borders of South Africa to put food on the table of their families. Provinces are not nation states and likewise do not have citizens whose rights need to be protected. That is the job of the national government. Just because someone is poor and from another province does not mean they have any less right to move to another province to take advantage of economic opportunities.
 
If I had money I would bus people in just to spite the DA gang, make sure that this happens as publicly as possible, do it until they get the message that WC is a province of S.A..

Why would you want to destroy our enclave?
