The long and the short of it is you keep the pokemon with an iv of 99 % and chuck the ones with 1%
In a perfect world where you get too many catches you only evolve a pokemon that has IV's of 90%, those are the ones that will have massive amounts of CP when you power them up.
This is why people say don't waste stardust early on in the game, only use it on high IV Pokemon.

and that is why I can pick and choose my Growlithe's
I have calculated the IV of my pokemon manually using a spreadsheet. it involves powering up a pokemon until the dust requires changes then feeding the values into an excel spreadsheet I found on that chanel.
then he posted a way to set up a packet sniffer at home to get the exact IV's. I used that until v 0.30 came along when Niantic stopped that method.
then I used the pokeadvisor website, but as of today that no longer works.
so its back to the spreadsheet and dust and candy wasting method.
so from now on if a growlithe was caught in a lure or in an incence it gets transfered, hatched from an egg I evolve it, and if I catch one in the wild normally it needs to be over 800 CP for me not to immidiately transfer it.
I have an 828 that I do not know its CP ready to evolve, but I only have 52 candies....
