Sea point lures normally produce loads of magikarp, tentacool/cruel, psy/golduck and some dratini. There's a triple lure spot that's fairly productive.

Looks like the double candy for catching and 4x candy for your buddy is still active.

Thought it would end last night.
I went on a trip to Sea Point last night, there is a triple lure spot.
One lure produced Halloween spawns and the other two produced the usual spawns for the area.
With the double candy, I managed to get enough candy for Gyarados in one night.
Also added quite a bit of dratini candy, so I have 88 candy now, still a way to go.
I evolved two Ghastlys straight to Gengars and still have nearly 500 candy, insane.

I think I got my first gyarados probably about two weeks ago after starting to play in August.
Got to Sea Point and it was dead, dropped one lure, then people started pitching, and the lures just kept going.
Was a fruitful night.
 
I had 3 5Km eggs about to hatch, and a bunch of evolution's waiting to go because of the event. So I threw on a lucky and went on my way. Was able to bump myself up to level 21. The event is still running.
