Poor Network and wifi coverage problems

Good Day

I am not sure where to start but I would like to know who can or how can I apply for a tower in my area at Ward 15 Ncombo reserve esikhawini near Ncombo primary school, we having issues with connectivity on our cellphones battling to even make a call due to poor Network. I have also been trying to apply for a wifi device to connect my family to an internet but every time I put up my location I get a massage back saying I have no coverage in my area. Can anyone please assist as to how we, in my community can have access to these basic connection issues. Is there a anything we can do to get a tower close to us coz the one near us is 3 km away, I think that might be the reason we're having such issues. Anyone please
