The regulations do away with local bandwidth capping

Could anyone clarify this for me? local as in South Africa is not capped anymore, or local as in the local only bandwidth?

If it's the latter we seem to be running in circles in this damn country, pre November last year? whatevr, screw telscum and ICASA

Wait so why do they publish something that effectively does nothing? :eek: Guess this another Ivy style speech coming that does bugger all but make elaborate promises. I'm sick of it.
 
It seems a bit k*k. a half-arsed effort, based on the few points mentioned in the article. Doing away with local bandwidth is fine, but what capping measures for int bandwidth? still ripoff rates?
No change as yet to the connection fee charged by telkom to isp's? what is actually going to change?
30 days max installation time? I won't be putting my mortgage on it. And what happens if it takes longer?
 
So really, the only thing they managed to achieve, was that local will be once again, uncapped?


My point exactly savage, same bloody thing each year, they take away something and give it back, we go around in circles all year long.
 
He says the regulations have been taken to the government printers and will be widely available in due course.

More wasted money, dont even bother to print this garbage, its a waste of ink.

What about contention ratios, fee structure, rental on rentals, increasing the paltry , etc.

This is an absolute farce, they have effectively done nothing and ignored all the issues that were raised????
Its a disgrace.

All those talk shops and tea parties and a year or 2 and this is it?

What about port shaping? if they haven't even done away with port shaping then absolutely nothing has been achieved!

How the hell do they go from their ball-breaking proposed regulations to this?

The only people smiling here are Telkom.
 
Sounds like the regulations amount to nothing except maybe a little more bandwidth every month.

Open letter to ICASA

Dear ICASA,

Thanks for wasting everybody's time and efforts. Some people have poured their hearts and souls into this. The hearings provided conclusive evidence of gross abuses by Telkom in their ADSL service; Telkom was showed by industry players and consumers alike to be completely out of line with international practice. But you have chosen to ignore all evidence before you.

ICASA, I watched with my own eyes as your ADSL hearings panel gasped and spluttered at the number of submissions (446) sent in by the public, 99% of which begged ICASA for intervention. I watched as your panel struggled to elicit answers from Telkom at the hearings. I watched as you fought for clarity, and as your ADSL Hearings Chair called Telkom out on their lies they presented during the hearings. How quickly this has been forgotten.

ICASA, you can not claim ignorance. You know very well that what is happening in the ADSL service is totally out of line with the rest of the world. You know that ADSL is several TIMES cheaper even in Mozambique, Morocco, Senegal. You know how Telkom engaged in threats, abuses, and just general mismanagement of what is an integral part of the future of our economy- broadband internet. Yet you have chosen to ignore this.

When you next wonder why it is that there is a mass exodus of skilled professionals from our country, I advise you to look back on this debacle for your answer.

You have failed to implement your mandate. You have failed the citizens of South Africa. You have failed your country. You have failed multitudes of unemployed people. You have failed schoolkids. You have done nothing good here but pander to the biggest corporate criminal in our country's history. You know it, we know it, Telkom knows it.

It greatly saddens me that people outside of ICASA - ordinary, regular consumers - know more about the issues at stake than the supposed industry regulator. It saddens me that people on the outside of ICASA also DO more work (unpaid work) protecting and advising consumers than the supposed regulator. It angers me that I am one such person who has to step in to full the regulatory gap in this regard. It angers me that as of the end of the month, I will no longer be able to afford internet access and therefore I will no longer be able to continue doing YOUR job.

Thanks ICASA, for nothing.

How the hell does that differ from what we already are doing? WA, SAOL (and others) have been offering this for ages! Now to be enforced on other ISPs? By whom? ICASA? Ooh, I'm sure everyone trembles at the prospect.

good one debbie...that should not be sent to ICASA. The wont read it...send it to the newspapers and let them know what lies and deception our country's regulators' subject us to.
