Education experts in KwaZulu-Natal have expressed concern at the distribution of condoms in primary schools, saying it could send the wrong message to pupils.

They warned that instead of solving the problem of pupils falling pregnant, handing out the contraceptives would encourage them to engage in sexual intercourse.

But teachers at a Eshowe school said the distribution of condoms had dropped the school’s pupil pregnancy rate.

“We cannot shy away from the fact that young children are sexually active. We cannot focus on ethics when the world we are living in is unethical,” said Allen Thompson, deputy president of the National Teachers’ Union (Natu).

The Sunday Times reported on Sunday that teachers at Zibambele Primary School in KZN were distributing condoms to children as young as nine as part of a pilot project by Natu.

Teachers at the school told the Sunday Times that three years ago at least five girls a year fell pregnant, but since the distribution of condoms more than a year ago, not one pupil had fallen pregnant.

Thompson said the 2010 project was aimed at reducing the rocketing pregnancy rate among school pupils.

KZN Department of Education spokesman Muzi Mhlambi, said they welcomed a holistic approach to dealing with the problem of teenage pregnancy. He said the department was constrained by sexual realities and a deeper societal problem.

So, seeing as sex under the age of 16 is illegal are the schools now promoting rape ?
 
Rape is unconsensual sex. If two 12 year olds have consensual sex it's not rape. I would think that it becomes a grey area when it's an older teen below the age of 16 and someone younger.
 
It is called statutory rape, actually.
 
Statutory rape is if one of the people involved in a sexual act is below the age of legal consent. It can't be statutory rape if both are below the age of legal consent. Who is the victim and who is the rapist?

Actually, it's only statutory rape if only one is underage, as far as I know. 2 Kids doing it doesn't qualify. It's still pretty ****ing sick though.

Edit: Nope, seems both are guilty sometimes, which is a bit strange..
 
So in the example above they must suddenly stop what they have been doing ?

There's no logic to that.

If anyone had handed a condom to my son or daughter when they were nine .....
 
From that article

Spokesperson Mthunzi Mhaga said the act read that consensual sex with a minor was still a prosecutable offence.

A new law in the Child Justice Act stated that where sex occurred between people under the age of 16, arrests for both parties could be made for statutory rape.
 
There is a 2 year age difference limit on statutory rape as well. so a 16 and 15 year old is legal.
 
Were talking about Primary schools here where the maximum age of a pupil should be 14 or so.

Disgusting.
 
There was a thing on the radio about how many grade 3s got pregnant last year. Yes, grade 3.
 
I don't see a problem with distributing condoms under these circumstances. These kids are doing it regardless so at least stop them from ruining their lives.

Are the circumstances ridiculous? Hell yes. This is however a practical approach.

Porch is spot on, prevention is better than cure. Sounds better than ignoring the problem.
