Priority 3G subscription on cellular network?

A friend recently visited from Finland and told me about a 3 euro bolt on to his contract -

It gives him priority 3G in those instances where the cell tower's throughput (or whatever) is not enough to handle the amount of traffic.

Anything like that offered in SA - either for a consumer or business? If not any good reason?
 
Well business data via 3G already has higher priority on the cell towers as far as I know. So yes, it's just marketed differently. Also costs more.

Thing is, when you have limited spectrum you can't go marketing this to everyone and sundry and risk the benefit to the business adopters being eroded...
 
Oh right...so business users get priority...how about a business subscription that has priority over other business users?

Understood why not everyone can have priority 3G, but I imagine the take up and any subsequent QoS issues can be governed by the price.
