I blame SAT-3 and this will go on until Saturday night, if things go according to plan.

1.The planned power re-configuration of the SAT-3 south segment was
achieved at 2010-04-24 at 23:59 UTC

2.All non-restorable traffic on SAT-3 South section traffic cleared on
2010-04-24 @ 23:55 UTC, with the exception of Lagos traffic.

3.Normalization of restorable traffic started on 2010-04-25 at 10:00 UTC
and was successfully completed on 2010-04-25 at 13:00 UTC.

Please note all traffic routing must be back to normal and latency
cleared. We will monitor for further 24hrs before closing this case.
