IIRC, it's to do with a timer that is supposed to kick you off if you are capped.Still on the 2 hourly disconnect cycle. We have experienced this exact same problem in the past.
If it's the same problem before, the PPPoE link goes down exactly two hours after you connect.Is this disconnections happening for browsing & emails or just the download

If you remain connected since before the problem started you are OK, but as soon as you disconnect you then get stuck in the two hour cycle (until they fix it).

If so where & what are you downloading
If it's the same problem before, the PPPoE link goes down exactly two hours after you connect.
If your router is set to automatically reconnect, the effect is the link drops every two hours.

Check your power saving settings maybe it is set to turn your USB devices off after 2 hours
