Perhaps not, but they are annoying.
Now you get people that (at night) switch off their headlamps but keep their fogs on.

Im more concerned about people with front foglights on.
Going to be driving with my brights on behind them from now on.
Well that's pretty much been my stance.
At first I just flashed and then nothing would happen. Then I would ride past with a hand signal and presume they still didn't understand.
Now when I come up behind them I just put my brights on and leave them on. If you are going to make me suffer, then I'm going to make you suffer.
And you get a bright orange warning light...I think it really happens per accident sometimes, use to happen to me. If you accidentally pull the nob outwards to far (like in the mercs)

WTF?Gotcha u cnut!! Been looking for you for a while.
Don't know how it works on Mercs but on all 3 Citroens I've owned you cannot accidentally put it on. I have auto lights so if the lights are on, one turn on the stalk turns the front fogs on and a second turn on the same stalk turns on the rear fogs.
I've got a bigger problem with people taking photos while they're driving than I do with fog lights.
