Reset iPhone

I sold an iPhone 4S for my brother and before selling, clicked 'erase' thinking everything was good. The guy came back to me now and said it' still linked to an iTunes account and he needs it to be reset.

I suspect this is the Uber drive that used the phone before and can't reach him. Even if I do, he may not be keen to simple hand out his password to me.

Is there anyway to do it without contacting him?

Is there anyway he can log in himself, and deactivate ?
 
The previous owner can log into iCloud.com > settings > remove device

Not sure if find my iPhone has to be disabled first on the actual device. If it has, there is no way around it unless you have the Apple ID and password.

You can also remove the device online via iCloud.com
