restoring factory setting on the iphone 4s

can anyone tell me if the iphone server is down?
i`m trying to activate a iphone 4s, keep tell me can connect to server and unable to activate at this moment try again later.

Did you try activating it while connected to iTunes via USB?

yes tried that over usb , wifi giving me the same error, restore, put it into restore an update mode more than once. this is not my first iphone i restore and update the software. it is just error message i never seen before.

At time of restore the only program I have running is iTunes.
These are the steps I did to attempt restore iPhone from iTunes backup:
1) Connect iPhone to computer
2) Turn iPhone off
3) Start iTunes
4) Turn on phone in DFU mode
5) Hit ok on iTunes "phone detected in recovery mode"
6) Click "restore" on iTunes
