It is in poor taste to spend so much on travel by any government official really when they expect workers and other people to live with budget cuts. But yes, the costs are within what the letter of the law allows. So, he's good from a legal point. If the voters are unhappy with their leaders' largesse they can say so at the ballot box. The whole GNU seems happy with the large expensive government.
