I wouldn't say it entirely scapegoats the farmers and such, but you can also see it was included in the report as a way to water down the complete clusterfsck that is rural safety.

I can agree with you broadly, but I wouldn't say it's scapegoating.

  • President Cyril Ramaphosa’s special envoy to the US, Mcebisi Jonas, has reportedly not been seen in Washington, DC.
  • The DA claims his visa was denied.
  • But Ramaphosa’s spokesperson, Vincent Magwenya, has slammed the DA for what the Presidency calls disinformation.
Since Mcebisi Jonas was appointed President Cyril Ramaphosa’s special envoy to the United States in April, not a single US official has seen or heard of him, according to two sources.
Jonas sparked controversy when he did not accompany President Cyril Ramaphosa on his visit to the White House in May.
At the time, the Presidency said Jonas’ absence had no impact on the planned visit.
Now the DA has boldly claimed Ramaphosa knew for months that Jonas was not welcome in Washington, DC.

In a statement on Tuesday, DA international relations spokesperson Emma Powell claimed the US denied Jonas a diplomatic visa in May this year.

“The US government has formally rejected Jonas’ credentials and has informed the Presidency that he would not be recognised as South Africa’s official interlocutor. The Ramaphosa administration was explicitly advised on multiple occasions that Jonas was not acceptable to Washington and was urged to appoint an alternative envoy,” Powell said.
Impeccable sources told News24 that Jonas had not been in the US since his appointment, adding to rumours that the US government was not happy with him.

A source said there was initially no talk of a denied visa, but no one had seen him in Washington, and his absence was a talking point.
Added to this, no one there knew of him or what had happened to him being sent to the US.
The drama comes as South Africa faces a 30% tariff on its exports to the US on 1 August.
Presidency spokesperson Vincent Magwenya denied all the DA’s claims about Jonas.
While these processes are under way and in view of President Ramaphosa’s telephonic contact with President [Donald] Trump as well as his working visit to Washington in May 2025, President Ramaphosa has not had a need for Jonas to visit the United States on urgent business. The facts around this matter include the reality that special envoys do not present diplomatic credentials to host countries in the way designated heads of mission or other diplomats [do].

“While envoys are not required to account publicly for the work they undertake, the president’s own accounts of his performance include elements facilitated by envoys,” he said.
He added: “Mr Jonas’ outreach does not, in any way, supersede the leading role played by the Department of Trade, Industry and Competition (DTIC) and the Department of International Relations and Cooperation (Dirco) in our difficult but constructive trade negotiations with the United States, or in our diplomatic relations with this longstanding partner.
“Mr Jonas has, however, played an important role in working with the DTIC to develop the trade proposals in which South Africa is currently engaging the United States in good faith and with the expectation of mutually beneficial terms. Similarly, he has been assisting Dirco in government’s efforts to reset diplomatic relations and all areas of cooperation between South Africa and the United States.”
As South Africa struggles with no formal diplomatic representation in the US, Jonas has reportedly struggled to gain access to the US government.
Appointed in April to improve relations with the US, he has so far received a cold shoulder from the Trump administration.

Hours after Ramaphosa appointed Jonas as special envoy, it was revealed that the former deputy finance minister had called Trump a racist, a homophobe and a narcissist in 2020.

This came after South Africa’s former US ambassador, Ebrahim Rasool, was declared persona non grata by US secretary of state Marco Rubio in March for accusing Trump of being a white supremacist.
At the time, it was reported that Andries Nel, the deputy justice minister, was a frontrunner for the role. A month later, reports surfaced suggesting that Ramaphosa was considering other names, including former ministers Roelf Meyer and Marthinus van Schalkwyk, as well as his parliamentary adviser, Gerhardus Koornhof.



News24 approached Powell again for documented proof of her claims.
“Our information is directly from senior sources in the US administration in Washington, DC, in response to my statement yesterday (Monday), asking where Jonas is. My information is impeccable and has been confirmed by two separate sources. DC have grown frustrated that they do not have any credible and official interlocutor with whom to negotiate,” she said.
Powell said it was in the country’s interests for the US to have a credible and accepted interlocutor to engage with.
“An official special envoy would require the necessary diplomatic visa and travel documentation, as well as for his or her credentials to be accepted by the host country in order to enter into any official talks or negotiations around resolving tariff and non-tariff barriers that have been raised. DC have made it clear they will not engage with Jonas and have thus rejected the request for a diplomatic visa, and they have also rejected the credentials,” she said.
News24 approached Jonas, but received no response to messages.
