Honestly don't think the actual powder matters, it the person gets traced they could probably get charges under a public disorder offence or assault not to mention that SANRAL may be able to launch a civil case against them for disrupting serivices). Bit stupid to turn a perfectly effective social protest into a violent one, giving the opposition some moral superiority.

Out of interest how difficult is it to produce\buy anthrax in S.A? Thinking some of the varsity/private labs might be able to do it; but given the small potential sources, jumping to that conclusion was a bit stupid of SANRAL, most likely baby powder and an overreaction.
