I was asked if there was a legal way to ensure all the residents in a schema could be forced to pay there utilities as the municipality is constantly disconnecting there services due to non payment. I suggested pre-paid meters, The installation of separate pre-paid meters requires a special resolution but and I there are numerus companies I have dealt with and offer payment arrangements until the meters are paid for they can also have each meter deduct the cost over an agreed upon period.

What does Levy collection have to do with utility payments if the municipality is charging each resident individually for utilities, as your post makes out to be the case..?
