Is palliative care the condition that is required to get medical parole? If not there are varying degrees then, palliative care if it's anything like I've seen means he's really circling the drain.

In terms of the medical information, I read that he has cancer, but am not sure if he is terminally ill. Not all cancers (or all stages of cancer) = terminal.

Clive Derby Lewis, a turd of the highest order. Was responsible for the Chris Hani assasination and is currently also applying for medical parole because of cancer.
I despise the guy, but the precedent has been set. He is pretty poorly...

Probably because this wasn't political. It is possible that a lot of people die in prison because their families are ignorant or just don't want to be burdened with a terminally ill person.
Official reason was that he didn't qualify. Can't recall the specifics but the guy is being refused treatment because he cannot get it at the prison hospital. Awful specimen of a human being and I really don't have an issue with him pegging, but if Shabby and Selebi qualify then ffs, so does CDL...

I highly doubt strings were not pulled here. The ANC is not just a Zuma-controlled organisation. Many others have significant influence...
He can forget it. The victims (Chris Hani's widow and children) will probably not agree to his release.
But I don't really see the point of keeping him in prison if he is already over 70 (terminal or not).

We have prisoners dying of AIDS, TB etc every day - why do they not qualify to spend their last days on the outside ?

Medical parole does not take into account the reason for incarceration nor does it require the relatives of any victim to be consulted.
It's get out of jail card with an option to go straight to the grave. Shabir is not dead though and should be back in prison?

Someone has to apply for you to get out.
I think the fact that he is high profile and could afford the advice means he could get out. Remember, the rules were changed after the Shaik "official" jailbreak, so even if they gave him special consideration they'd have made sure it can stand up to scrutiny.
