That is cheap. If you dinged any modern car like that it would've been way more expensive. A scuff mark on the back of my wife's up (a scuff mark, no dents or any other damage) cost over R4k to fix.
 
What did you expect him to ask you for a coke and a pie? R1500 for that is cheap, pay the man, get a contract signed up saying it's done, go to a police station where it can be stamped so it's legit.
 
You need to also check that he is the actual owner of the vehicle if you do pay him. Otherwise, the owner has full redress against you still.

Just be careful.
 
Neighbour reversed into my 320d, looks far better than that little ding and I was quoted R24k. Pay the R1500 and smile away.

As stated above, just send an email confirming the agreement reached between the two parties. You must have a paper trail to fall back on.
 
I have a huge love hate relationship with BMWs. Not because of the quality of the vehicle only but because of the really doff owners of these things.
So recently last week at the local car wash I am in the queue with my 4 x 4 behind a BMW waiting our turn. I deliberately stay away from the car in front of me, by an extra meter. Yet this woman when it is her turn to move forward on a slight bend fluffs her turn in her automatic and even though I have still not pulled forward meaning the was now 4 meters in which she could fiddle still manages to reverse into to me. The tantrum she threw was unbelievable. Her blik is pretty messed up. All my fault. Yet my car was not even switched on and I had not moved.
With the help of a few witnesses she finally admits that she fluffed selecting reverse. I in the meantime go to my bumper and with one smack pop the dent out.
Her blik looked to me like in the region of R 20 k damage. I said to her sort it out with your insurance and said that there will be no claim from me.
