Some advice please

Hey experst need some help.
I am on ADSL fastest (should be 4mb) only syncing at 1800.(fluctuates a lot)
There is a lot of noise on the line from what I can gather.
I am about 3-4 k's away from the exchange according to the techie I spoke to today.
What could be wrong? What could be the issue? A faulty port? Faulty cable?
Can this be resolved?
I called yet again and logged yet another fault with Telkom :rolleyes:

This happened to us at the office here earlier this year and it turned out to be rusty wires in a wall conduit. After months of troubleshooting the technician walked around the building and gave a soft tug at every connection of the physical wiring... eventually one portion came away in his hand. Trace your wire all the way into and out of your building. Looks for places where it may be rusted or exposed to moisture, ants, or water. From there the technician must also check the cable from your building to the exchange for exposure.
