Ok, so I have looked around a bit and found that only Axxess offers static IP's for home ADSL users at R59 per month. That is a very reasonable price.
Why they are the only 'big' ISP in South Africa that offers this service, I can't understand. Surely ISP's have gotten a lot of requests to offer this service. And how much can it really cost them to reserve these IP's???
I will never go back to Axxess because they throttle the hell out of you on their uncapped packages
, but that puts me in a bit of a conundrum because I reaaallllyyyyyy want a static IP to host my own websites, mail servers etc. Purely for testing and learning purposes though. I guess the best I can do is dyndns names but it is not ideal. 
Come now Webafrica, Afrihost, Mweb...Follow Axxess' example in this regard.
