Stellenbosch ADSL capacity problem

Not sure how if anyone else are experiencing this, but in Welgevonden we have had our ADSL cut / severely constrained since the start of the month.

After some digging around and a few people pestering Telkom it turns out they ran out of capacity for Stellenbosch and have resorted to "load shedding" where they cut ADSL in the suburbs in order to provide more bandwidth for the CBD. Problem is this is not just an office hours thing so the ADSL is unusable for most of the day.

The rumours are that Telkom will get a connection setup to Paarl by the end of August in order to resolve this matter. Most ADSL users have now opted for WISPs, personally I am going back to Amobia.

Is this a known tactic of Telkom? To run out of capacity before they do anything and not be proactive?
 
My SO lives in Welgevonden and he's been struggling with his ADSL for the past two months. He's got 4mbps and rarely gets above 20kb/s download speeds.
 
That is what we all have been living with since the start of the month. If you are lucky you get 20kb/s otherwise you just get timeouts and no connection at all.
 
Hey, my SO took it up with Telkom and apparently they're giving him a refund for the past few months of line rental and they're replacing the exchange this weekend.
